S., Navy violated international law by boarding a British mail steamer to seize two Confederate diplomats, James Mason and John Slidell. One lasting result of the war was the creation of the state of West Virginia. Jefferson Davis was at first opposed, believing the capital should reside in the Deep South, where the feelings for secession were most fervent. Meeting with the British and French foreign ministers was all that the commissioners accomplished. Still, inflation drove prices up to twice their prewar level, causing considerable hardship for those on fixed wages and those who did not grow their own food.
